What are the eligibility requirements for serving on the East Kern Health District board? 

You must:

  • reside in the District’s boundaries
  • be a citizen of the United States
  • be a registered voter in the District at the time nomination papers are issued, and
  • be qualified to vote for that office

Is there a residency requirement for board members 

 Yes. Eligible persons must reside within the District served.

What is the term length for board positions? 

The term of office is four years.

Are there any specific qualifications or experience needed? 

Eligibility requirements are defined above. There are no specific qualifications or experience requirements.

How often does the board meet, and what is the time commitment? 

The Board regularly meets twice a month, on the first and third Tuesdays of the month, at 5:30pm. From time to time, the Board holds “Special Meetings.”

Is this an elected or appointed position? 

Board positions are elected, though there are provisions for appointments if needed.

If appointed, who makes the appointments, and what is the selection process? 

If there is a vacancy not filled by election, the Board may appoint a candidate to the Board; additionally, the County Board of Supervisors may opt to make an appointment if the Board of Directors is not able to fill a vacancy.

Are there any financial disclosure requirements for board members? 

Yes, Board members will be required to file forms with the Fair Political Practices Commission.  Information related to these forms, their intent and purpose, and guidance may be found here.

What are the primary responsibilities of board members? 

 Board members are responsible for representing and communicating with their community. They act to be sure that services of the District are delivered responsibly and fairly. Board members join together to set the policies of the agency to best serve the community. Board members are responsible for acting ethically and fairly, for working together in good faith with the other Board members, for overseeing the financial health of the District, and for hiring (if needed) the agency’s executive staff.

Are there any restrictions on employment or other activities while serving on the board? 

No.

Is there compensation for board members? If so, what is it? 

Board members are paid $100 per meeting.

What committees or subgroups exist within the board structure? 

None at this time. Occasional short-term, ad hoc committees may be established to work on specific, temporary topics.

Are there any training or orientation programs for new board members 

Yes – Board members must take ethics and sexual harassment training every two years, and the District supports various Board trainings on an ongoing basis.

What is the board's role in relation to the health district's executive leadership? 

The District employee 1 District Manager at this time and follows policies and procedures outlined in their Administrative Code.
 

How will I know how meetings should be conducted? 

New Board members are provided with resources and training related to the Ralph M. Brown Act, which is the legislation that guides how public meetings are conducted and how Board members interact and govern. A Brown Act guide is available here
